Francis is a Partner at Hassans International Law Firm Limited whose expertise lies in taxation, pensions, the relocation of High Net Worth Individuals and corporate vehicles and the ongoing legal advice relative to the client. He also specialises in tax investigations and tax structuring on a local and international level.

Francis set up the Hassans Pensions Department and leads the Pensions Team who have amassed a wide ranging local and international clientele. Their unique positioning within the marketplace has seen the development of a comprehensive solution for all related pension matters. They serve not only to provide the trusteeship and administration of group (or corporate), personal and QROPS pension schemes but also provide the related legal advice.

Francis is currently the Chairman of the Gibraltar Association of Pension Fund Administrators and regularly advises HM Government of Gibraltar on pensions.

An LLB Honours Law and Spanish Law graduate from the University of Kent, Francis spent a year studying Spanish Law at the Universidad Complutense de Madrid. He completed the Bar Vocational Course at the Inns of Court School of Law in London and is a member of the Honourable Society of the Middle Temple.

Francis was called to the Bar of England & Wales and the Gibraltar Bar in 2007.
